E-learning and telecentres public policies: the case of “CASA” project in Mexico

Abstract

This research focuses on one telecentre project called “CASA”, in Mexico, aiming to understand the impact of this type of policy instruments in its target population. What it is interesting in the study of the CASA project is its non-governmental origin, having been created by a decentralized public educational center: the University of Guadalajara, Mexico. The project’s goal is not only to bring free Internet access to areas where its use is limited, but also to offer continuing education courses, high school, and graduate studies to marginalized population of the Jalisco State. The fieldwork conducted was aimed at detailing the social use of technology in one CASA center, and sought to provide supporting analysis elements on the usefulness of telecentres as important factors on improving their user’s life quality. Final outcomes show a significant contribution of these spaces in improving the social conditions of individuals, although more powerful strategies must be accomplished to achieve broader impacts.

Author Biography

David Ramírez Plascencia, Universidad de Guadalajara, Guadalajara, México

Mexican teacher and essayist (Guadalajara, 1980). He has a degree in Law and a Master of Political Science from the University of Guadalajara, and a Ph.D. in Social Sciences from El Colegio de Jalisco. He is a political scientist, lecturer in subjects on the new information and communication technologies and their relation with the society. He was Coordinator of the Master in Management of Public Services in Virtual Environments at the University of Guadalajara, founder of Paakat: Revista de Tecnología y Sociedad, and founder of the Observatory of Electronic Government of UDGVirtual. He has published essays and articles on technology and society. He is currently a member of the National System of Researchers (SNI).
